Building and Housing Code Update Service

The City of Cleveland Heights, Ohio, is seeking a qualified vendor to update its building and housing codes. The agency needs to modernize its regulatory framework to ensure municipal codes align with current standards and community needs. The selected partner will address this problem by analyzing existing regulations, researching best practices, and drafting comprehensive code amendments. The scope of work covers project initiation, project management, background review, data collection, and analysis. The chosen vendor must also evaluate best practices and model codes, conduct stakeholder and public engagement, and prepare the final building and housing code amendments for adoption. All project work will be performed offsite. Eligibility is restricted to onshore organizations based in the United States. The agency is looking for proposals to determine the budget and has not disclosed a pre-set funding limit. Bidders must submit all questions regarding this opportunity no later than May 29, 2026.
