The government authority in Philadelphia, Pennsylvania is seeking a vendor to provide comprehensive wellness support center services. The agency needs a provider to manage the facility to ensure a safe, clean, and welcoming environment. This management requires private, trauma-informed security personnel and professional janitorial services capable of maintaining clinical-grade hygiene. The scope of work includes facility-based stabilization where individuals can meet basic needs such as food, showers, and wound care while awaiting placement. The agency also requires co-response mobile outreach teams of two, consisting of one outreach specialist and one peer, to operate in vehicles alongside police. Additionally, the provider must deliver rapid clinical navigation to perform immediate assessments of behavioral health and medical needs to prevent individuals from leaving the site. Eligible bidders must be onshore organizations based in the United States. The selected vendor must perform all work onsite at the Philadelphia facility.
