Freight Sub-Model Development Service

The Houston-Galveston Area Council in Houston, Texas, is seeking a qualified vendor to develop a freight sub-model to enhance its regional transportation planning capabilities. The agency needs a model that emphasizes establishment-based behavior, tour formation, stop-making, and vehicle class differentiation. This new tool will support regional transportation planning, project evaluation, and policy analysis while remaining transparent and maintainable by agency staff. The scope of work covers project management, work plan development, data review, and data preparation. The selected vendor must handle establishment-based generation, tour-based commercial vehicle modeling, and integration with the existing regional travel demand model. Additionally, the project requires model calibration, validation, sensitivity analysis, documentation, a user manual, and staff training. Eligible bidders must be onshore organizations based in the United States. The agency will permit the selected vendor to perform all work offsite.
