Community-Based Residential Services

The government authority located in Honolulu, Hawaii is seeking community-based residential services to provide safe, stable, and supportive environments for youth in crisis or transition from secure settings. The agency is trying to solve the problem of immediate and long-term instability for hard-to-reach youth who are at risk of homelessness or youth justice involvement. This program aims to address underlying risk factors, promote positive youth development, and support the families of these youth. The requested scope of work covers short-term residential placement, crisis stabilization, supervision, and transition support for youth requiring immediate intervention. The selected provider must deliver behavioral support, ongoing monitoring of youth progress, case management, and stabilization services. Additionally, the project requires family engagement, transition and reintegration services, transportation support, and management of length of stay, discharge, and case closure. Eligibility is restricted to onshore organizations based in the United States. The work may be performed either onsite or offsite. The agency is looking for proposals to determine the budget and will award a contract with a performance period of three years. The agency has scheduled a pre-proposal meeting for May 20, 2026.
