Facility Condition Assessment Service

The Moffitt Cancer Center in Tampa, Florida, is seeking a qualified vendor to conduct a comprehensive facility condition assessment service across its sophisticated healthcare network. This network comprises two inpatient facilities, ambulatory outpatient surgery centers, ambulatory clinics, a cancer screening facility, and research laboratories. The agency needs to evaluate system conditions, expected useful life, regulatory vulnerabilities, and operational risks to support the development of a prioritized, risk-based capital renewal plan. The selected vendor must perform field-verified assessments of major building systems and infrastructure, including structural systems such as foundations, framing, slabs, and load-bearing elements. The scope of work also covers mechanical systems, including agency generation and distribution, boilers, chillers, and air handlers. For the building envelope, the vendor must evaluate exterior walls, windows, doors, and waterproofing systems, while evaluating roofs and roof systems through consultation with the agency roofing consultant. To ensure a thorough assessment, the vendor must conduct interviews with key facility and engineering staff to understand maintenance practices, known issues, and upcoming projects. The agency requires the development of a standardized Asset Data Library that is compatible with Moffitt capital planning systems.
