Technical Review Assistance Service

The government authority located in Cheyenne, Wyoming is seeking a contractor to provide technical review assistance services for a mine permit application. The agency needs to solve the problem of evaluating complex technical data to determine the adequacy of the permit application. To achieve this, the contractor must review the hydrology, hydrogeology, and geotechnical information contained within the application and submit an independent technical memorandum. The scope of work covers the evaluation of waste rock, exposed pit materials, and any associated hydrologic and geochemical modeling. This technical review process may require up to four rounds of review in addition to the initial and first round technical reviews of the application. Bidders must submit a resource management and staffing plan to demonstrate how they will deliver these professional services. Eligibility is restricted to onshore organizations based in the United States of America. Performance of the work may take place either onsite or offsite. The agency is currently looking for proposals and has not disclosed a specific budget. Bidders must submit all questions regarding this opportunity no later than May 26, 2026.
