Project Management and Technical Services

The government authority located in San Bernardino, California is seeking a vendor to provide project management and technical services for transportation projects. The agency needs technical expertise and support in project management, construction management, project controls, contract management, administrative and project cost estimate support, and other related technical subjects. The selected vendor will provide project management direction, coordinate the project team, and perform collaborative problem-solving at both the corridor and project levels. The scope of work requires the vendor to support interagency coordination and public outreach, prepare presentation materials, and document results. The agency expects the vendor to manage and oversee other consultants' work, perform peer reviews, audit consultant quality practices, and assure the quality and timely completion of all project components. Additionally, the vendor must develop and maintain compliance standards, provide utility mapping and coordination, assist with agreement preparation, and help implement Project Management Plans. The agency also requires expertise in preparing information for Project Approval/Environmental Documents, Plans, Specifications & Estimates, Bid Packages, and Advertise & Award requirements. The selected vendor will provide risk analysis support, prepare graphics and technical reports, and evaluate alternative project delivery methods. On an as-needed basis, the vendor must provide tolling systems, managed lanes operations, and Express Lanes technical expertise, including support for traffic and revenue analysis review. Eligibility is restricted to onshore organizations based in the United States. The agency expects the performance of the work to occur offsite. Regarding budget signals, the agency is looking for proposals to determine the cost. Bidders must submit all questions related to this opportunity no later than June 04, 2026.
