Disaster Recovery Consulting Services

The City of Clearwater, Florida is seeking disaster recovery consulting services to manage all disaster recovery grants from the initial disaster declaration through project formulation, obligation, compliance monitoring, and full lifecycle responsibility. The selected vendor must ensure the successful completion of all required audits and prepare the City's Request for Public Assistance within all applicable federal and state deadlines to maximize eligibility. Additionally, the agency requires the development and maintenance of a comprehensive tracking system accessible to the City to monitor project status, expenditures, reimbursements, obligations, outstanding actions, and internal workflow progress. The scope of work includes providing written evaluations to determine damage eligibility and recommending appropriate recovery strategies. The agency also requires the development and implementation of strategies to resolve cost-recovery disputes between the City and other parties, which includes drafting and submitting formal appeals when necessary. All work must be performed offsite at the vendor's own office location. Eligible bidders must be onshore organizations located in the United States. The agency is looking for proposals to determine the budget for these services. Bidders must submit all questions regarding this opportunity no later than June 2, 2026.
