The agency requires an implementation strategy featuring an action plan with timelines and policy recommendations. The provider must also support plan adoption by preparing draft documents and assisting with public hearings. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency expects the performance of the work to occur offsite. The agency is currently looking for proposals to establish the budget for this project. Bidders must submit all questions regarding this opportunity no later than June 15, 2026.
