Demand Response Services

The Rhode Island government authority is seeking a vendor to provide comprehensive demand response services for state-owned and eligible entity-owned facilities. The agency needs to identify and enroll eligible facilities into the forward capacity market or other appropriate utility-administered market constructs. Through this initiative, the agency aims to manage program participation and maximize earnings in these programs as well as the state energy connected solutions program. The selected vendor must provide all necessary equipment, devices, data collection, testing, and additional services to ensure customer assets are eligible and actively enrolled. The scope of work requires the vendor to manage all aspects of active program participation, including obligation management and timely notification of state employees during demand response events. Additionally, the vendor must handle financial administration, which includes the timely transfer of generated revenue and funds to the Office of Energy Resources or the designated eligible entity. Bidders must perform all work onsite and must be located onshore within the United States. The agency is establishing a contract period of three years to carry out these services. Bidders must submit any questions regarding this opportunity no later than June 02, 2026. The agency accepts digital submissions of proposals via email or online, and the budget evaluation will be based on the submitted proposals.
