Random Moment Sampling System and Title IV-E Claim Support Service

The Iowa Department of Human Services in Des Moines requires a vendor to provide a comprehensive web-based Random Moment Sampling system and expert Title IV-E claim support services. The agency needs to solve the challenge of accurately capturing, allocating, and claiming Title IV-E administrative, prevention services, and training costs in compliance with state and federal regulations. This system will serve as the approved cost allocation methodology to secure federal reimbursement for eligible child welfare activities. The scope of work covers configuring, implementing, operating, and maintaining the web-based sampling system, which must allow standard users to respond to samples via a secure email link without logging in. The selected partner will draft, review, and enhance administrative claiming through quarterly evaluations of program and activity coding, while also conducting quality assurance activities and advising on internal agency processes. Additionally, the agency requires scheduled and on-demand reporting, audit technical assistance, user training program development, and participation in at least quarterly virtual meetings to review data trends. The agency requires the system host to perform service level responses within a twenty-four-hour window to correct network downtime or non-responsive service during work and survey hours. Bidders must be onshore organizations based in the United States, and the performance of the contract work must take place onsite in Des Moines, Iowa. The agency is currently looking for proposals to establish the budget for this initiative, and all clarifying questions must be submitted no later than May 22, 2026.
