Transition Plan Services

The Greenville Utilities Commission or local government authority in Greenville, North Carolina, is seeking a qualified vendor to provide comprehensive transition plan services. The agency needs to evaluate select existing facilities, programs, services, and public rights-of-way to ensure compliance with all federal, state, and local building codes, laws, and ordinances. The selected partner will help the agency identify accessibility barriers and establish a clear, documented path toward full regulatory compliance. The scope of work requires the vendor to review existing policies, procedures, reasonable accommodation frameworks, and grievance processes. The project also covers field assessments of selected public buildings, parks, and related facilities to evaluate parking, routes, entrances, restrooms, signage, and other accessibility elements. The provider must document all identified deficiencies with photographs and measurements, pinpoint areas of non-compliance, and recommend specific corrective actions to achieve compliance. Eligible bidders must be onshore United States organizations. The agency permits the performance of this contract to occur offsite. The agency is currently looking for proposals to establish the budget for this initiative. Bidders must submit all questions regarding this opportunity no later than May 27, 2026.
