Staff Compensation Modernization Initiative Service

The government authority in Michigan is seeking a vendor to provide a staff compensation modernization initiative service. The agency needs to modernize its compensation structures to align with higher education best practices and support its 2030 strategic plan. This initiative aims to address challenges related to market competitiveness, employee hiring and retention, equity, fairness, and overall transparency in the pay system. The project covers a comprehensive assessment of the agency's current job architecture, career path architecture, and pay structures. The selected vendor must evaluate and recommend a documented compensation philosophy, identify key values and principles, and assess the necessary components for a compensation strategy. Additionally, the scope includes evaluating the agency's processes, policies, organizational structure, authority levels for pay decisions, and the transparency and communication channels of the pay system for employees. Bidders must perform all work onsite and must be located onshore within the United States. The agency is looking for budget proposals to determine the cost of the initiative. The contract period will span one year, and bidders must submit all questions no later than June 3, 2026.
