Affordable Housing Development Services

The Town of Chapel Hill, North Carolina is seeking a development partner to provide affordable housing development services. The agency requires a partner with a strong track record in financing, developing, and managing high-quality housing, as well as experience collaborating with the public sector. The selected partner will work with town staff, consultants, and the broader community to finalize a development plan that includes site layout, design, housing mix, affordability levels, and project financing. The scope of work requires conducting a local housing needs and demands analysis to support the proposed housing mix for the site. The partner must also work alongside town staff to gather public input through community engagement efforts. Additionally, the partner is responsible for identifying and securing all financing required to construct and operate the proposed development. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of the work to be completed offsite. Bidders may submit their proposals digitally via email or through an online portal. The agency is currently looking for proposals to determine the budget for this project. All questions regarding this opportunity must be submitted no later than May 11, 2026.
