Vulnerability Assessment Service

The Town of Concord, Massachusetts, is seeking a vendor to conduct a comprehensive watershed climate vulnerability assessment. The agency needs to evaluate asset exposure, sensitivity, adaptive capacity, and consequences to develop relative risk scores across the watershed. This project aims to identify climate hazards and establish a clear framework for long-term watershed resilience and priority planning. The scope of work requires the selected vendor to develop a framework for the watershed climate vulnerability assessment and conduct a climate hazard analysis. The vendor must compile a watershed-wide infrastructure and asset inventory and perform a detailed vulnerability and risk assessment. Additionally, the agency requires a summary of the state-of-the-watershed findings alongside the development of watershed priorities and implementation pathways. Only organizations based in the United States are eligible to submit proposals for this opportunity. The agency will allow the selected vendor to perform the work either onsite in Concord or offsite. While the agency has not disclosed a specific budget and is openly looking for proposals, all clarifying questions must be submitted no later than June 17, 2026.
