Transit Study Service

The Santa Barbara County Association of Governments is seeking a vendor to provide a transit study service to identify ways to improve transit service delivery. The agency needs to research and review a range of options to improve transit collaboration and coordination, enhance the rider experience, and achieve cost savings. This study will provide public agency staff and elected officials with information documenting the relationship between population growth, ridership demand, service needs, and funding. The scope of work requires the vendor to identify opportunities and make recommendations to enhance transit service, especially regional transit. The selected vendor must prepare and monitor a project delivery schedule, submit invoices and progress reports, and provide internal quality control of data and deliverables. Additionally, the vendor must schedule, coordinate, and facilitate meetings with the Project Study Team on an as-needed basis to identify critical process questions. The agency requires all performance of the work to be conducted offsite. Eligible bidders must be located onshore within the United States. The contract period will span one year, and the agency is currently looking for proposals to determine the budget. Bidders must submit all questions no later than June 17, 2026.
