Building Inspection, Plan and Permit Review, and Consultation Services

The City of Jefferson, Texas, is seeking a contractor to provide third-party building inspection, plan and permit review, and consultation services. The agency needs to ensure all local construction projects comply with safety and regulatory standards while helping local builders avoid costly delays and rework in the field. To achieve this, the selected contractor will develop guidance materials and present checklists designed to assist builders on critical systems and items that are typically inspected. The scope of work requires the contractor to perform all services offsite. The contractor must submit resumes, background verifications, and professional certifications for all personnel assigned to perform these services. Additionally, the agency will retain ownership of all data, maps, photographs, and other documents prepared, collected, or developed by the contractor during the performance of the contract. The agency is limiting eligibility to onshore organizations based in the United States. Bidders must submit a complete cost proposal, as the agency has not disclosed a pre-determined budget. All questions regarding this procurement must be submitted to the agency no later than June 19, 2026.
