Plan Review, Inspection and Administrative Services

The City of Alhambra, California is seeking a contractor to provide comprehensive plan review, inspection, and administrative services. The agency needs to ensure that commercial and residential construction documents conform to current California Building, Residential, Plumbing, Mechanical, Fire, Electrical, Energy, and Green Building Standards Codes, as well as local ordinances. This initiative solves the agency's need for external technical expertise to validate construction plans, manage deferred submittals, and maintain regulatory compliance. The scope of work covers the review and validation of residential and commercial plans, including the provision of Certified Access Specialist Program reviews and recommendations on an as-needed basis. The selected contractor must deliver electronic lists of required items, corrections, or clarifications to applicants and agency staff using plan review software, tracking software, email, or other electronic methods. Additionally, the project requires reviewing deferred submittals, plan revisions, and proposed Alternate Means and Methods requests at established hourly rates, as well as providing stamped approved plans upon project approval. The agency requires the contractor to maintain courteous communication with staff, design professionals, and permit applicants while responding to agency inquiries within one business day. Eligible bidders must perform all work offsite and must be located onshore within the United States. The contract period will span one year, and the agency is currently seeking budget proposals to determine the project cost.
