Kenya - Climate Investment Readiness and Investment Clustering Framework Development Services

The government authority in Kenya is seeking climate investment readiness and investment clustering framework development services. The agency needs to accelerate private sector investments in county-level climate projects by addressing policy, regulatory, institutional, and market barriers. The scope of work requires the development of county climate investment readiness assessments to identify investment opportunities, institutional gaps, and constraints to private sector participation. The selected vendor must design investment aggregation and clustering frameworks to consolidate county-level climate projects into scalable, investment-ready portfolios. Additionally, the project covers climate finance structuring to identify and structure scalable financing and de-risking mechanisms, technical assistance to counties, policy brief development, and stakeholder engagement. Bidders must submit a detailed methodology, workplan, stakeholder engagement plan, and implementation schedule. Only onshore organizations located in Kenya are eligible to participate in this procurement. The performance of the contract will take place offsite, and the agency is currently looking for budget proposals from bidders.
