Workplace Investigations and Labor Negotiations Services

The Anaheim, California government authority is seeking workplace investigations and labor negotiations services to address employee misconduct, discrimination, harassment, retaliation, policy violations, Equal Employment Opportunity complaints, whistleblower complaints, workplace violence issues, and other sensitive personnel matters. The agency requires consultants who utilize licensed attorneys to conduct these investigations, particularly for cases involving complex disciplinary matters, potential litigation exposure, public safety personnel, or significant legal or operational risk. The selected investigators must perform impartial fact-finding, review documents and evidence, interview witnesses, prepare written investigative reports with factual findings and policy analysis, provide credibility assessments, and testify in administrative, arbitration, civil, or other proceedings when necessary. Eligible bidders must be onshore United States organizations. The agency requires the selected vendor to perform all work offsite at the vendor's own office location. Highly desirable qualifications include experience conducting legally defensible investigations in compliance with California public sector employment laws. The agency is currently looking for proposals to establish the budget for these services. Bidders must submit all questions regarding this opportunity no later than June 16, 2026.
