Prospective Employee Background Investigation Services

The San Diego Unified Port District, a government authority located in San Diego, California, is seeking prospective employee background investigation services. The agency requires these investigations to make informed hiring decisions for both sworn and non-sworn positions. The selected provider will assist the agency by conducting thorough background checks that evaluate candidate suitability and history. The scope of work requires the provider to interview each applicant's current and past employers, work partners, landlords, neighbors, friends, and associates to discuss work habits, life experiences, interactions, and intellectual abilities. The provider must assess applicant and agency-submitted materials, send and review reference questionnaires, conduct applicant home visits, and perform neighborhood checks. Additional responsibilities include conducting employer visits and personnel file reviews, sending criminal history checks to law enforcement agencies with residential jurisdiction, and interviewing selected references in person when necessary. The provider must also confirm and review candidate applications with other law enforcement agencies, review the dispositions, and complete an investigative narrative using the POST format or the agency's preferred format. All completed investigative packages must undergo review by the provider's management before final submission to the agency. The agency requires the performance of this work to be conducted onsite. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency is looking for proposals to establish the budget for these services.
