Open Market Video Productions Service

The Federal Emergency Management Agency is seeking a contractor to provide open market video productions and other audiovisual support. The agency needs these professional-quality video productions to address specific training, information, and communication objectives. The project covers the creation of complete videos to supplement government efforts in accomplishing audiovisual projects. The scope of work spans five distinct phases, which are script development, pre-production, production, post-production, and distribution of final deliverables. Complete video productions must normally consist of script research, preparation of creative approaches, treatments, draft and final scripts with production breakdowns, and casting of professional talent. The agency also requires preproduction planning, sound stage or location photography, post-production editorial phases, art, animation, motion graphic creation, and the delivery of final Section 508-compliant masters that include closed captioning and audio descriptions. The contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the work. Performance of the work must take place onsite. This procurement is set aside entirely for small businesses located within the United States.
