The Town of Vestal, New York, requires professional payroll services to process the biweekly payroll for approximately 45 employees, though this headcount may vary over time. The agency needs to solve the administrative burden of payroll management by utilizing a system that allows the Plant HR Administrator to add or remove employees and adjust deductions such as court orders, garnishments, loan repayments, health insurance, and deferred compensation. The system must also support direct deposit administration, general ledger interfaces, industry-specific reporting, labor distribution, web-based remote software, and the preparation and filing of all required forms and reports.
