Advocacy and Lobbying Services

The City of Waco, Texas is seeking a governmental affairs consultant to provide advocacy and lobbying services at the state level. The agency requires a trusted advisor and expert navigator who possesses significant, demonstrable experience in state-level lobbying. This consultant must maintain strong relationships with members of the State Legislature, city representatives, state government staffers, administrative agencies, and industry lobbyists. The scope of work includes providing advice and counsel regarding political and legislative strategy, issue management, legislative drafting, and policy development. The selected partner must monitor legislative interim committees, as well as hearings and actions taken by administrative and regulatory boards. Additionally, the agency requires the identification of potentially harmful and beneficial issues before and during legislative sessions, along with bill tracking and regular updates on relevant legislation. Eligibility is restricted to onshore organizations based in the United States. The agency expects the selected consultant to perform all work offsite. Regarding the budget, the agency is currently looking for proposals to determine the cost of these services. Bidders must submit all questions regarding this opportunity no later than June 15, 2026.
