The government authority located in Dover, Delaware is seeking a vendor to provide comprehensive legal services. The agency needs legal support to facilitate its housing finance, underwriting, and closing processes, as well as to navigate complex regulatory and transactional matters. The selected vendor will help the agency solve compliance challenges related to federal housing statutes, IRS regulations, and state program rules. The scope of work covers drafting, reviewing, and negotiating loan agreements, mortgages, regulatory agreements, and security instruments. The agency requires legal guidance on structuring complex financing arrangements with layered subsidies, supporting underwriting and closing processes, and conducting due diligence reviews. Additionally, the vendor must provide legal support for agency repositioning transactions, deliver legal opinions, risk assessments, and litigation strategies, and advise on IT, data security, procurement, and intergovernmental relations. Bidders must perform all work offsite and must be located onshore within the United States. The agency is requesting proposals to determine the budget for this initiative. The contract period will span one year, and bidders must submit all questions regarding this opportunity no later than June 12, 2026.
