Advocacy and Lobbying Services

The City of Waco, Texas is seeking a consultant to provide advocacy and lobbying services. The agency needs trusted advisors, lobbyists, and expert navigators who possess strong relationships with state legislature members, city representatives, state government staffers, governmental agencies, industry lobbyists, and relevant organizations. This representative will help the city navigate the state legislative landscape and manage political issues. The scope of work covers providing advice and counsel regarding political and legislative strategy, issue management, legislative drafting, and policy development. The selected consultant must secure legislative sponsors for proposed city bills and amendments. Additionally, the agency requires the monitoring of hearings and actions taken by administrative and regulatory boards, alongside the identification of potentially harmful and beneficial issues before and during legislative sessions. Bidders must be onshore organizations based in the United States. The agency requires all performance of the work to occur offsite. The budget for this initiative is open, and the agency is currently looking for proposals to determine the cost. All questions regarding this opportunity must be submitted no later than June 15, 2026.
