Bond Counsel Service

The housing authority in Los Angeles, California is seeking a qualified legal firm to provide bond and disclosure counsel services. The agency requires legal advice and the drafting of all necessary bond documents related to the issuance of tax-exempt or taxable multifamily, single-family, general obligation, or other governmental bonds. The selected firm will handle conduit bonds and private placement transactions. The scope of work includes reviewing all financing documents related to the issuance of the applicable bonds or notes. The agency requires the provider to examine, research, and review all applicable laws and regulations relevant to or affecting the issuance, sale, execution, and delivery of securities. The provider must also deliver written legal opinions as necessary relating to the bonds. The agency limits eligibility to onshore organizations based in the United States. The designated work will take place through a combination of onsite and offsite performance. Bidders must submit their proposals physically via courier or post, and the agency is currently looking for proposals to establish the budget. All clarifying questions regarding this procurement must be submitted to the agency no later than June 15, 2026.
