Zoning Code Rewrite Services

The City of Whitewater, Wisconsin is seeking professional consulting services to rewrite its zoning code. The agency needs to expand housing choice and diversity, integrate and simplify the zoning framework, and improve clarity, usability, and ease of implementation. Through this project, the city aims to facilitate predictable, high-quality development outcomes while ensuring legal soundness and consistency across its regulations. The scope of work requires a comprehensive review of existing ordinances connected to zoning and related zoning policies. The selected consultant will collaborate with city staff to identify key challenges, inconsistencies, outdated regulations, and overly complex areas within the existing codes that do not align with current development needs. Additionally, the consultant must design an engagement approach that builds upon the public outreach from the recent Comprehensive Plan update in a cost-effective and proportional manner. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of the work to be conducted offsite.
