Managed Sheltering Sanctioned Encampments and Safe Parking Service

The City of Port Angeles, Washington, is seeking a qualified vendor to develop and implement a managed sheltering project. This initiative aims to provide efficient, cost-effective, and safe living alternatives for unhoused individuals and families. The project is designed to establish a foundation for stability and facilitate access to services that lead to permanent housing. The scope of work covers the creation of sanctioned encampments and safe parking services. The selected provider must deliver twenty-four-seven access to bathrooms, showers, laundry, and safe storage, along with twenty-four-seven security. The project also requires access to food or meal preparation spaces and connection to transportation infrastructure. The agency requires a community outreach plan for developing the proposal and communicating with neighbors and the broader community throughout the design, implementation, and operational phases. Eligible bidders must be onshore organizations based in the United States. The performance of the work will take place offsite from the agency. The contract period will span three years.
