Infrastructure Improvement Plan, Land Use Assumptions and Development Impact Fee Study Services

The Town of Marana, Arizona, is seeking a qualified vendor to provide professional services for an infrastructure improvement plan, land use assumptions, and a development impact fee study. The municipality needs to forecast growth and infrastructure requirements over a ten-year or fifteen-year planning horizon while establishing or confirming levels of service for all applicable service categories. To solve these planning challenges, the selected partner must develop equitable, transparent, and statutorily compliant cost allocation methodologies and fee calculations. The scope of work requires comprehensive project management throughout the planning and development processes for the infrastructure plan, land use assumptions, and impact fee study. The chosen provider must facilitate, present, and manage all required meetings for stakeholders and staff, including delivering formal presentations. Additionally, the agency requires the development of a transparent, legally compliant public process for fee adoption, along with the delivery of tools and training so town staff can maintain and update the fees in the future. The agency is responsible for evaluating the professional quality, technical accuracy, and coordination of all studies, reports, projections, and master plans. Only onshore organizations based in the United States are eligible to compete for this contract. The selected vendor will perform all work offsite, and the town allows digital submission of proposals via email or an online portal. The town is currently looking for proposals to determine the budget and cost structure for this initiative. Key procurement dates include a scheduled pre-submittal conference on June 18, 2026.
