Substance Use Disorder Treatment Services

The government authority in Richmond, Virginia is seeking substance use disorder treatment services to address rehabilitation needs within its facilities. The selected vendor must deliver these services across two specialized residential treatment programs, one aftercare program, three therapeutic community programs, five community corrections alternative programs, and one work release program. The scope of work also requires the provision of eleven separate social worker positions to support these initiatives. The agency requires the contractor to recruit, employ, and train its own staff to deliver the required program services. Clinical supervisors must maintain a Virginia-issued substance use specific certification, and at least 50 percent of all counselors must hold a substance use specific certification. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of all work to occur offsite and is currently looking for budget proposals to determine the contract value. The agency will hold a mandatory virtual pre-bid conference on June 23, 2026. Bidders must participate in this conference to remain eligible for the contract award. Evaluation criteria will be based on the submitted proposals and compliance with the staffing certification requirements.
