The Personnel Board of Jefferson County in Birmingham, Alabama is seeking a travel management vendor to provide travel agency services for purchasing airline tickets for employees and external individuals traveling on business. The agency needs to solve the logistical challenge of researching flight costs, flight durations, and flight connections to secure the most economical and efficient travel arrangements. The selected vendor must utilize any viable airline regardless of payment method requirements while maintaining excellent customer service that meets the needs of the personnel board. The scope of work requires the vendor to contact identified travelers within one business day of notice to gather all necessary travel information, including dates, times, and airport preferences. The vendor must secure reservations that balance economical and travel time considerations, and obtain pre-approval from the Personnel Board for purchases exceeding a pre-specified maximum cost limit. The vendor must pre-pay for all ticket purchases, issue electronic tickets as the preferred method, and submit weekly or monthly invoices containing a detailed breakdown of traveler names, ticket issue dates, ticket numbers, airlines, travel dates, airports, ticket costs, and agency fees. Eligibility is restricted to onshore, United States organizations only. The performance of the travel management work will take place offsite. The agency is looking for proposals to determine the budget, and the expected payment timeline is approximately net 30 to 45 days from the receipt of an accurate invoice. The contract period will be for one year. The agency has scheduled a pre-bid meeting for June 11, 2026. Bidders must submit all questions regarding this opportunity no later than June 12, 2026.
