Video Streaming and Legislative Content Management Solution

The county agency is seeking a turn-key, cloud-based video streaming and legislative content management solution. This solution must integrate with the county council and county websites, as well as the current audio-visual system. The agency requires a secure, reliable, and fully accessible platform to host, archive, maintain, and deliver publicly accessible live and on-demand audio, video, and associated content files on a 24/7 basis. The scope of work includes providing an administrative web application for system configuration, legislative event management, and content management. The system must support a comprehensive content management system for indexing, searching, and storing all media assets, including a search engine capable of searching across all stored multimedia content. Additionally, the solution must provide multicasting capabilities for encoders to stream concurrently to a publicly viewable live stream and social media platforms like YouTube, X, Twitch, and Facebook. The agency requires the solution to utilize Google Analytics or a comparable platform to generate reports for live and on-demand programming. County staff must be able to pre-schedule events on a shared calendar to prevent programming conflicts between county cable and council broadcasts. The system must also allow website visitors to download programming files in MP4 and MP3 formats, generate web addresses for shared video snippets, and access a responsive, embeddable video player. The requested services also cover closed captioning capture, processing, display, delivery, and the editing and publishing of meeting transcripts. Bidders must be onshore organizations based in the United States to be eligible for this opportunity. The selected contractor will perform all work offsite over a contract period of one year.
