Zoning Code Rewrite Services

The City of Whitewater, Wisconsin is seeking a qualified consultant to provide comprehensive zoning code rewrite services. The agency needs to expand housing choice and diversity, integrate and simplify the zoning framework, and improve clarity, usability, and ease of implementation. Through this project, the city aims to facilitate predictable, high-quality development outcomes while ensuring legal soundness and consistency across its regulations. The scope of work requires a thorough review of existing ordinances connected to zoning and related zoning policies. The selected consultant will collaborate with city staff to identify key challenges, inconsistencies, outdated regulations, and overly complex areas within the current codes that do not align with current development needs. Additionally, the consultant must design a cost-effective public engagement approach that builds upon the extensive outreach conducted during the city's recent Comprehensive Plan update. Eligible bidders must be onshore organizations based in the United States. The agency permits the selected contractor to perform all work offsite. Bidders must submit their proposals digitally via email or through the designated online portal, and the agency is currently open to receiving budget proposals to determine the project cost.
