Advocacy and Lobbying Services

The City of Waco, Texas, is seeking a governmental affairs consultant to provide advocacy and lobbying services at the state level. The agency requires a consultant with significant, demonstrable experience to act as a trusted advisor, lobbyist, and expert navigator. This representative must possess strong relationships with members of the State Legislature, city representatives, state government staffers, administrative agencies, industry lobbyists, and relevant organizations. The scope of work includes providing advice and counsel regarding political and legislative strategy, issue management, legislative drafting, and policy development. The selected consultant must monitor legislative interim committees as well as hearings and actions taken by administrative and regulatory boards. Additionally, the agency requires the consultant to identify potentially harmful and beneficial issues before and during legislative sessions, provide a winning strategy, and deliver bill tracking and regular updates on legislation affecting the city. Eligible bidders must be onshore organizations based in the United States. The agency expects the performance of all work to occur offsite. Regarding budget, the agency is looking for proposals to determine the cost of these services. Bidders must submit all questions regarding this opportunity no later than June 15, 2026.
