Advocacy and Lobbying Services

The City of Waco, Texas, is seeking a consultant to provide advocacy and lobbying services. The selected vendor will represent the city as a trusted advisor, lobbyist, and expert navigator. The agency requires a partner with strong relationships with members of the state legislature, city representatives, state government staffers, governmental agencies, industry lobbyists, and relevant organizations. The scope of work covers advice and counsel regarding political and legislative strategy, issue management, legislative drafting, and policy development. The chosen consultant must secure legislative sponsors for proposed city bills and amendments. Additionally, the representative will monitor hearings and actions taken by administrative and regulatory boards. The agency needs the consultant to identify potentially harmful and beneficial issues before and during legislative sessions and provide a winning strategy to address them. To be eligible for this opportunity, bidders must be onshore organizations based in the United States. The performance of all contracted work will take place offsite. The city has not disclosed a specific budget and is looking for proposals to determine the cost of services. All questions regarding this opportunity must be submitted no later than June 15, 2026.
