Bond Counsel Service

The Housing Authority of the City of Los Angeles is seeking qualified legal firms to provide bond counsel and disclosure counsel services. The agency requires legal advice and the drafting of all necessary bond documents related to the issuance of tax-exempt or taxable multifamily, single-family, general obligation, or other governmental bonds. The scope of work covers conduit bonds, private placement transactions, and the review of all financing documents related to the issuance of the applicable bonds or notes. The selected legal counsel must examine, research, and review all applicable laws and regulations relevant to or in any way affecting the issuance, sale, execution, and delivery of securities. The agency requires the provider to deliver written opinions as necessary relating to the bonds. Performance of the work will take place both onsite in Los Angeles, California, and offsite. Eligibility is restricted to onshore organizations based in the United States. Bidders must submit their proposals physically via courier or post, as electronic submissions are not accepted. The agency is looking for proposals to determine the budget and pricing structure for these services. Bidders must submit all questions regarding this opportunity no later than June 15, 2026.
