Human Resource Consulting Services

The government authority located in Providence, Rhode Island, is seeking human resource consulting services to support its district-managed operations, including payroll, benefits, and policymaking. The agency needs to solve the challenge of maintaining up-to-date human resource practices, ensuring legal compliance, and planning for organizational continuity. To address these needs, the agency requires a partner to review and update the District Employee Handbook at least annually, revise and develop job descriptions, and support succession planning strategies. The scope of work also covers conducting periodic salary studies of comparable regional and quasi-public positions, coordinating professional development trainings, and ensuring compliance with all labor laws, standards, and regulations. Additional requested tasks include assisting with employee recruitment, researching and implementing new benefits, supporting the performance review process, and administering policies as needed. All performance of the work will take place offsite. Eligible bidders must be onshore organizations based in the United States. The agency is looking for budget proposals from bidders rather than providing a pre-determined funding limit. Bidders must submit all questions regarding this opportunity no later than June 12, 2026.
