Strategy and Resource Mobilization Services

The agency is seeking a vendor to provide strategy and resource mobilization services to oversee the entire proposal process. The selected vendor must ensure that every member of the proposal team, including sub-contractors, understands their responsibilities and deadlines. The scope of work requires creating and maintaining the proposal schedule, tracking technical and business progress against milestones, and preparing the proposal compliance matrix and responsibility outline. The service provider must coordinate the internal flow and review of all proposal inputs to ensure proposals receive the appropriate reviews. The agency requires the vendor to communicate changes and new information to the full proposal team, resolve internal team issues, and help develop and communicate proposal strategy, win themes, and design approaches. Additionally, the vendor must assist the technical lead in securing resources such as writers and reviewers, coordinate and direct the final production and submission of the proposal, and archive final proposal documentation. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency expects the performance of the work to take place offsite.
