Strategic Planning, Implementation and Development Services

The issuing agency is seeking comprehensive organizational development, strategic planning, operational readiness, and implementation support services to launch a new Office of Housing and Community Development (OHCD). The agency needs to consolidate and streamline its existing housing, neighborhood stabilization, homelessness response, grant administration, revitalization, and community development efforts into a centralized, strategically aligned structure. This initiative aims to solve fragmentation by creating a cohesive organizational framework that improves efficiency, accountability, service delivery, and long-term strategic impact. The scope of work covers departmental development, strategic implementation consulting, and the facilitation of strategic planning services to establish the long-term operation of the OHCD. The selected consultant must help define a vision statement and establish strategic priorities to support the successful development and operational launch of the office. Once established, the OHCD will serve as the central entity responsible for advancing housing access, community revitalization, equitable development, homelessness initiatives, neighborhood stabilization efforts, economic partnerships, and housing-related grant coordination. Eligible bidders must be onshore organizations based exclusively in the United States. The agency requires the performance of all work to be conducted offsite. The contract period will span one year, and the agency is currently looking for proposals to determine the budget. The agency has scheduled a non-mandatory pre-bid meeting for June 18, 2026. Bidders must submit all questions regarding this opportunity no later than June 24, 2026.
