Financial Advisory Strategic Consulting Services

The issuing agency is seeking a vendor to provide comprehensive financial, risk, and strategic advisory services on an on-call basis. The agency needs to solve complex financial planning challenges related to direct debt issuance, bond feasibility, swap management, and underwriting. The selected partner will also provide strategic planning services relative to the operating budget, financial planning, capital management, and cost allocations, including advice on management and reporting tools. The scope of work covers the development of methodologies to forecast capital funding scenarios, conduct cost-benefit analysis for project scoring, and evaluate the long-term operations and maintenance impacts of proposed capital investments. The agency requires the development of ten-year financially constrained forecasting models that project transit-related capital expenditures, operating expenses, and forecasted revenues based on dynamic economic assumptions. Additionally, the project includes delivery options analysis to evaluate alternative project delivery methods against traditional procurement to determine the optimal financial and risk-transfer structure. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of the work to occur offsite. Bidders must submit their responses digitally via email or online, and the agency is looking for proposals to define the budget. The contract period will run for three years. The agency will hold a pre-bid meeting on June 12, 2026. Bidders must submit all questions no later than June 15, 2026.
