STOP (Services, Training, Officers, and Prosecutors) Violence Against Women Formula Grant Program Service

The government authority in Albany, New York is seeking a vendor to provide STOP (Services, Training, Officers, and Prosecutors) Violence Against Women Formula Grant Program services. The agency is a multi-function criminal justice support entity responsible for collecting and analyzing statewide crime data, operating the DNA databank and criminal fingerprint files, administering federal and state criminal justice funds, and funding programs that reduce crime, recidivism, and victimization. Through this procurement, the agency aims to provide resources and services that inform decision-making and improve the overall quality of the criminal justice system. The scope of work covers training sexual assault forensic medical personnel examiners in evidence collection, preservation, analysis, prevention, expert testimony, and trauma treatment. The selected vendor must also develop, enlarge, or strengthen programs addressing the needs and circumstances of Indian tribes dealing with violent crimes against women, including sexual assault, domestic violence, dating violence, and stalking. Additionally, the project requires increasing support for sexual assault victim services, law enforcement response, and prosecution. The requested services include police-based programs such as victim crisis units, victim advocates, victim registration and notification, and cellular phone or alarm services for domestic violence victims. The agency also requires the provision of assistance to victims of domestic violence and sexual assault in immigration matters. Finally, the vendor must deliver culturally specific services and training to underserved communities. Eligible bidders must be onshore United States organizations only. The performance of the work may occur onsite or offsite. The agency is currently looking for proposals to determine the budget, and the resulting contract period will run for one year. Bidders must submit all questions no later than June 17, 2026.
