Capital Fund Management, Development Consulting, and Modernization Consulting Services

The Housing Authority of Kentucky is seeking capital fund management, development consulting, and modernization consulting services to improve public housing occupancy rates and preserve the useful life of its structures. The agency requires a vendor to provide sufficient executive, project management, and technical staff to deliver comprehensive program management and technical assistance. The selected partner will assist in defining projects, developing scopes of work with cost estimates, and conducting field visits to assess facility needs. The scope of work also includes technical assistance in procuring and negotiating contracts with contractors, vendors, and design professionals. The agency needs recommendations regarding the processing of contractor claims, disputes, proposed change orders, and contract modifications. Additionally, the vendor must provide on-site project reviews to ensure construction quality, minimize change orders, and ensure timely, on-budget project completion through a team-based contract administration approach. Only United States organizations are eligible to bid on this opportunity, and the performance of the contract will take place offsite. The agency is looking for proposals to determine the budget and will award a contract for a period of one year.
