Comprehensive Plan Update Services

The City of Lupton, Colorado is seeking a consultant to provide comprehensive plan update services to guide decisions affecting physical development and redevelopment within the planning area. The agency needs a final document that reflects the desired community vision determined by citizens, developers, land owners, appointed and elected officials, and other stakeholders. The project requires preserving the small-town feel, addressing housing affordability, diversity, and quality, improving transportation safety and effectiveness, enhancing beautification through placemaking, improving parks and trails, and ensuring responsible growth through water and infrastructure planning. The scope of work covers a thorough evaluation of and recommendations for modifications to the existing plan, including its vision statement, guiding principles, goals, policies, and elements based on feedback gathered to date. The selected consultant must analyze and incorporate relevant data and trends related to population, employment, and housing forecasts. Additionally, the agency requires the consultant to lead the preparation and design of the final product, packaging the drafted goals, strategies, and materials into an effective and attractive plan document. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of the work to be completed offsite. Bidders must submit proposals digitally via email or online, and the agency is looking for proposal submissions to determine the budget. The agency expects the plan update to begin based on an estimated consultant selection date of July 21, 2026, with an estimated completion date in December 2026. Bidders must provide an estimated start date and completion date for the plan update within their proposals. All questions regarding this opportunity must be submitted no later than June 12, 2026.
