City Prosecutor Services

The City of Burlington, Wisconsin is seeking an independent contractor to provide comprehensive contract city prosecutor services. The selected vendor must provide all necessary contractual services, including their own office space, office personnel, and clerical staff. The prosecutor will function entirely as an independent contractor and will not hold status as an official, officer, or employee of the city. The scope of work requires the contractor to prosecute all city ordinances and traffic violations, which includes negotiating dispositions and conducting trials before the municipal court. The contractor must represent the city in circuit court for any jury trial requests and appeals arising from the municipal court. Additional duties include reviewing motions to re-open cases, communicating with the municipal court clerk and judge, and collaborating with city staff to determine prosecution strategies in specific cases. The contractor must review all necessary documents, reports, and ordinances to conduct pre-trials, jury and non-jury trials, plea negotiations, and agreements. The agency also requires the contractor to prepare and review notices of violations and complaints to bring code violations before the municipal court to enforce compliance. The project requires onsite performance of the work within the local jurisdiction. Only organizations based in the United States are eligible to submit proposals for this opportunity. The agency is currently looking for proposals to establish the budget and pricing structure for these services. The resulting contract will cover a performance period of two years.
