Solid Waste Franchise Development and Procurement Consulting Services

The City of Oakland, California, is seeking a consultant to provide solid waste franchise development and procurement consulting services. The agency needs to design and procure new exclusive franchise agreements for the collection, processing, transfer, and disposal of citywide discards, which include residential and commercial trash, compost, recycling, and bulky waste. This initiative aims to establish a comprehensive system design and secure finalized contracts through a structured stakeholder engagement and evaluation process. The scope of work requires the selected consultant to conduct multiple staff and consultant design intake meetings, develop a proposed system design, and create a stakeholder engagement plan for presentation to staff, committees, and the City Council. The consultant must carry out robust community and stakeholder engagement, including an equity analysis and outreach to potential proposers, to inform the system design. Additionally, the consultant will organize facility tours and proposer interviews, facilitate evaluation committee meetings, co-lead proposal evaluations and negotiations, and document recommendations. The consultant will lead the reconciliation and finalization of agreement documents through multiple rounds of city review, prepare City Council materials, and brief management and committees. The agency also requires the consultant to support staff with presenting final recommendations to the City Council and support the execution of the final agreements. Eligible bidders must be onshore organizations based in the United States, and the performance of all work will take place offsite.
