Neighborhood EV Outreach and Education Services

The agency is seeking neighborhood electric vehicle outreach and education services to support the installation of publicly-accessible charging infrastructure. This initiative aims to increase access for communities and areas with gaps in charging, specifically targeting low- and moderate-income neighborhoods, rural areas, and neighborhoods with multifamily housing. The selected vendor must provide education and outreach events for these neighborhood residents to enhance awareness of the benefits of electric vehicles and charging. The scope of work requires the vendor to increase resident awareness of planned charging stations in their neighborhoods and provide information regarding available electric vehicle incentives. All performance of the work must occur offsite. Eligible bidders are restricted to onshore organizations based in the United States. The agency is looking for budget proposals to determine the cost of these services. Bidders must submit all questions regarding this opportunity no later than June 12, 2026.
