Next Generation 911 Development and Independent Verification System

The issuing agency is seeking a vendor to provide a Next Generation 911 (NG911) development and independent verification system to the designated terminating network point of interconnection and to the Public Safety Answering Point. This system must operate twenty-four hours a day, seven days a week, three hundred sixty-five or three hundred sixty-six days a year. The agency requires this solution to address the terminating network, which represents Public Safety Answering Points including standalone configurations and host-remote call handling equipment configurations. The scope of work requires the selected provider to deliver solution documentation and record keeping. This documentation must include a customized migration plan and schedule, escalation procedures, circuit identification, and the identification of single points of failure. The performance of all work will occur offsite at the vendor's office location. Eligible bidders must be onshore organizations based solely in the United States. Bidders must possess five years of 911 call delivery experience, including multijurisdictional call delivery across counties or states, and delivery of over two million calls per year. The agency also requires five years of experience leading independent verification and validation on large multi-vendor regional or statewide technical projects. Bidders must demonstrate experience integrating multiple call handling equipment platforms, implementing at least one statewide ESInet and NG911 system project, and integrating multiple telecommunication system providers. The agency requires experience with multi-vendor solutions within regional or statewide critical infrastructure systems, telecommunications industry standards such as NG911 i3 standards, and multi-vendor testing and operational cutover plans. Bidders must also have experience in cyber and physical security assessments, real-time incident detection for mission-critical systems, and change management processes.
