Commercial Waste Compliance Outreach Service

The agency is seeking a vendor to provide commercial waste compliance outreach services to educate commercial waste generators on mandatory recycling laws and general waste regulations. This initiative aims to solve the problem of non-compliance by developing targeted education and outreach campaigns that align with the agency's enforcement standards. The selected contractor will design campaign messaging and graphics, produce ready-to-print art in various sizes and color formats, and create multi-media products including photography and videography. The scope of work covers designing assets for web advertising, social media, and websites while adhering strictly to agency branding standards, fonts, logos, and PMS color matching. The agency requires correct and culturally appropriate graphic design services for collateral materials in Spanish, Mandarin, Punjabi, Korean, Russian, Vietnamese, and Hmong-Mien. The vendor must facilitate at least three comment opportunities for the Division during the creation of each piece, manage traditional and social media purchases, and participate in regular remote check-in meetings. Eligibility is restricted to onshore organizations based in the United States, and all project work must be performed offsite. The agency is looking for proposals to determine the budget for this project. The contract period will span three years, and bidders must submit all questions regarding this opportunity no later than June 15, 2026.
