Professional Lobbying Services

The City of Hialeah, Florida, is seeking professional lobbying services to represent its interests before the Florida Legislature, the Executive Branch, and Cabinet offices. The agency needs a partner to collaborate with the Mayor, City Council, and department directors to define and prioritize annual legislative and appropriation goals. This initiative aims to secure state funding, protect municipal home rule, and prevent detrimental legislation or unfunded mandates. The scope of work requires the development of an annual written strategic roadmap outlining specific targets, key legislative champions, and critical committees. The selected partner must provide direct representation and committee testimony, assist in drafting proposed legislation and amendments, and monitor discretionary grant opportunities. Additionally, the work includes advocating for City-specific projects in the State General Appropriations Act and actively lobbying against legislation that threatens local revenue or governance authority. Eligible bidders must perform all work offsite and be located onshore within the United States. The agency is requesting budget proposals for a contract period lasting one year.
